Depends what you mean by public ... If your talking middle of the street then that's pretty weird. If you mean in the middle of nowhere beside a lake then I guess it's more normal but it is still technically illegal (I think)

I have on a lake a few times (live on a lake actually) and in the woods or someplace outdoors that could be "public" but not when I think I could be caught ...that is not the reason ....just get hard and go for it
