It's completely fine! Some guys don't even start to grow pubic hair until they are 16! Some guys will have had pubic hair at 9 or maybe even earlier! Anywhere in between is completely and totally normal! You have nothing to worry about, puberty will take its sweet time, just enjoy yourself now because those growth spurts will be change you very rapidly!

Don't go crazy over it man. Some will eventually grow, everyone gets under arm hair, it doesn't matter if you're a little late.
