cut or uncut???

IM really confused on what people mean when they say cut or uncut. Im very naive when it comes to this stuff... help?:what:

circumcised penis or uncircumcised. I can't really go into too much detail but cut means there is no foreskin that every boy is born with and uncut means its sstill intact.

Google foreskin...all guys are born with it ...in some religions and cultues it is cut off within like about 8 days of birth usually....
