I can do it now, but several years ago I had incredibly tight foreskin. To loosen it up I had to stretch it. Having tight foreskin is quite a common and normal problem, for most people it loosens with age, others can do it themselves (like me), some need to seek medical help and in extreme cases need to be circumcised.

Yes I can, been able to for years. I did have tight foreskin after early pubert at 10 but that was ok just with a cream and exercise.

Most boys should be able to retract thier foreskin by 8 or 9 but a few never can.

Its not or should not be a circumsise issues as most will be ok with creams and gentle excersise
