Naw it's not stupid. It's basically when your testicles "drop" (lower) into the scrotal sack - which happens soon after you're born.

i think thats because they enlarge quite a bit which makes it seem as if they have dropped.

It's wrongly associated with puberty. It has nothing to do with puberty whatsoever.

is the one at Times Square on New Year's Eve! Your testicles 'drop' into their home in the scrotum before birth. They remain there, one a little bigger than the other, one a little higher than the other, connected with that little cord thingy to the little bump on the top of the testicle. For life. If your balls drop at any time after birth, run for your life! They're not supposed to do that, and you'd miss them terribly!
ok, ok, a little late night humor. Seriously, the term 'balls dropping' is a silly, meaningless term.
