You're fine, just prepubescent. What you have are dry orgasms, meaning you can't come yet. As for the not feeling good until orgasm, I'm pretty sure that will develop as you get older and start to feel better once you begin going through puberty.

Don't be embarrassed to go to the doctors about it- they've seen it all. Also, genital warts doesn't mean you have HPV, they're a symptom of it, although it's more likely just to be genital warts (which counts as an STI itself). If you go to the doctors about it they'll be able to test for what it is and probably put your mind at ease, if it is genital warts they'll usually give you a cream to apply to it and they will go eventually. Well is about the first question, I think the doctors made a loose circumsicion but its very probably they did not cut enough foreskin so you have more than a loose circumsicion, becasue actually when babies get a loose it looks like an intact penis but with the time it gets as a normal circumsiced penis, and obviously at your age it should had happened.
