i assume that when you say you cum, you have liquid around the entrance of your vagina? some girls can't orgasm or have to learn the best way to stimulate themself to achieve orgasm. in your case you are getting highly aroused which is why you have the liquid around your vagina but you are not stimulating the right area (the clitorus) and thats why you are not getting orgasms. basically you just need to explore and find what area best stimulates you and what feels the best for you.

If by "cum" you mean minor liquid, then thats not really it. It doesnt matter if you orgasm or not, rub the clitoris(the bump) as long as your pleasured, thats fine.
