I have the same problem, and am waiting to see a doctor regarding it.

The foreskin isn't made to go back further then the head/glans when erected, as there is no need for it too. Though if your foreskin does go further back this is also normal. When soft you should be able to fully retract it(in order to clean). You didn't really tell us how far you could get he foreskin back :/ as long as it can go past the head he is fine, otherwise he most probably has phimosis :)
