i just bought a new PATA hard drive, however whats funny about it is that instead of a full 250 gigabyte, it separated into 2 parts meaning right now its like having 2 separate hard drives inside one. is there a way to fuse them both so i can get the full 250?

Yep, however, you will either have to use something similar to Partition Magic (and I'm not even sure if that can combine already-in-use partitions) or you will have to repartition and reformat. In the latter's case, use your OS installation CD - it should be able to partition and format. Start off by going to a completely new installation, then when it asks you what partition to install everything, look around for a way to delete partitions - delete both partitions so you simply have raw space. Then create a partition using as much space as possible (most of the time, there must be at least 8 MB of raw space left over). Format that partition through the options given and install the OS on it.
