Not everyone will get it, but when you're going through puberty and start growing more hair toes, tops of feet, knuckles, etc... are all normal places to start getting more. Don't worry about it, I got it there too.

its normal for boys and girls if especially with darker skin or hair. try waxing, shaving or bleaching the hair a lighter if you feel uncomfortable.

Yes, it's normal, some get it and some don't, same as some are naturally hairier than others. I have it too.
