ok so I have blond hairs "down there" but I'm not sure that they are pubic hairs.

Also whenever i masturbate i come but i don't "shoot out" it kind of just leaks out.

is there something wrong?

Nah, that's all normal and fine. Some guys don't shoot out or can't shoot out until they're farther into puberty. I couldn't until like close to 14

And you are in puberty because cum comes out when you masturbate!

Yeah, you are a late bloomer, but you'll be fine and won't be far behind guys
The reason that it's clear is because you haven't started producing much sperm to make it white. It'll turn white eventually, when you're farther into puberty. yeah im a late bloomer also but im 15 and a half and i have a lot of blonde hairs with a few colored (i have brown head hair) i also have the same where seemen dribbles out. youll know when its sperm because itll be white

Theres white cum clear cum and precum. White cum has lots of sperm, clear cum has some sperm, and precum is cowper's fluid. Precum is also clear. It cleans out the urethra of drops of urine to neutralize the acidity, so the sperm don't all die.

Don't confuse clear cum and precum.
