Yes, this is very normal. The average male is 5.4inches to 6.2 inches long. You are not small, you're normal. Also you're 15 years old... This is the last thing you should be worrying about.

as the others have said, just don't worry about your penis size until you are FULLY GROWN! and yes, thats a normal size ;) limp size doesn't really matter

Totally normal dude most guys are much smaller when soft than they are hard as for your size yu are in the average for an adult so you are good

That is pretty normal from what I hear. You're right at the average and at our age we can still grow. Don't get all worried you can't do anything but get what you get anyway.
