In this day and age I think they're more of a fetish item.
They don't have any real advantages or disadvantages other than whether or not you enjoy them.
I've only really seen 2 modern types, the small cages that keep u from getting erect, and rings with small, blunt spikes facing inward.
I think they would be classified as sex toys, so you might have trouble getting them if you're under 18.

The only disadvantage I can thing of is if got stuck on you.

The original medieval chastity belts were real scary though, with spikes and stuff that could permanently damage if one had an unintentional erection.
