Am i allowed to ask someone if they HAVE a skype WITHOUT asking what their skype name is?

No you are not. That is pretty much implying an underlying question of what their name is by simply asking them if they have it. If you are seen asking that question you would end up warned and then eventually infracted if done again.

We do not tolerate requests for personal information here. This is for your safety and the safety of others. If you want to see if a member has a skype account then simply locate your answer under the "Contact Info" tab of their member profiles. If it is not there then your question is answered.
