When I first started, I was guilty also too, but there's no reason to feel guilty. Masturbation is totally normal, and there's nothing wrong with doing it.

Yeah I started when I was 12-13 and I felt terrible. But when I found out it was normal, I felt incredible and relieved, so make your friend feel the same way.

It is a natural and normal thing to do. As you have seen from some of the other replies many overcome this guilt-ridden concern about masturbating.
My advice is to make sure it isn't affecting him too badly for too long. If he doesn't grow out of this after realising that it is perfectly acceptable and natural then try speaking with him about it.

Yeah its embarrasing if anyone does - masturbation is basically to satisfy your sexual needs the best you can without having sex
