he may be gay, but more than likely he is just going through puberty and is curious/horny as hell. we can't really tell you what to do, if it makes you uncomfortable than you need to tell him, but if it doesn't bother you than thats is ok too.

He may be or he may not. Obviously someone who turns out to be gay is likely to have an interest in other guys cocks but some guys are curious about other guys cocks and turn out straight and of course there are all the variations in between (see the Kinsey scale).

What is more important is how you feel about him touching you. If you enjoy it you can encourage him whereas if you find it makes you uncomfortable just politely ask him not to do it.

If he is 13 like you, Then no I don't think he is gay, or even bi.. Just curious is my guess. Just wants to feel another guys dick, and possible just wants to compare. But I don't think ( And this is just me here) That a young teen can be "Gay, Bi" cause they aren't even an adult yet.. I say give a teen time till he is about 18-20 to say if he is "Gay, or even Bi" Cause then a guys mind can slowly think more clearly.. The hormones slow down a little.
