That happens sometimes. I get that too. It's really just precum or something like that. Your penis is still coming down from that sexual high, and it takes time for it to register. It's annoying, but there's nothing one can do about it.

That is normal - it is just what didn't reach the end of your penis when you were cumming. You can get some of it out sooner, while you can easily clean it off by running your finger along the bottom of your penis from base to tip. Also peeing tends to wash the last of it out - many guys find they need to pee after cumming anyway but if you don't you could always drink some water so you do need to.
