I'm 14. I'm a late bloomer in puberty as I only have a small amount of pubic hair and no facial or armpit hair.

When I masturbate, I can't ejaculate (obviously due to my early stage in puberty.) But I also cannot achieve orgasm or achieve pleasure at all my masturbating. My foreskin is very tight; when I try to pull it back it hurts and my tip goes red. I believe this may be affecting my ability to masturbate properly.

Is this a condition? Is there anything I can do to stretch my foreskin?

Well to make youre foreskin less painful a good trick is to:
While youre in the shower pull the skin just a little past the point that it hurts.
Repeat that daily and you should see results soon! Or i mean feel results soon.

You'll be able to ejaculate soon enough, that comes when you're farther into puberty. I agree with orchdork on the rest ^.^

i got that at first just wear in ur foreskin like a pair of new shoes... or a cricket bat... jst pull it back a little each day for a week then a little more the week after and so on and so forth
