Is there a deciding factor? You can just tell if someone's mature or not. If they're responsible, trustworthy, loyal. Acting like an adult instead of a child. I don't know what the "deciding factor" could be?

Yes, there is really no one "deciding factor" to prove if someone is mature. The word itself is open to opinion, so nobody can really tell you what mature means.
But as Nikki said, if someone is loyal, trustworthy, and a proven friend, then yes, I would call them "mature."
