OK. I'm 13 years old going to be 14 in less than 2 weeks. I have a small 3" penis, but that is the least of my worries. I haven't yet experienced any orgasms, wet dreams, etc. I masturbate every once in a while but nothing comes out. Am I really late or will this happen sooner or later?

You're not really late, you're just a bit late. Some people don't start puberty until 15!
Everything that you said you don't have will come very soon. You're just a late bloomer - you'll develop fine and probably end up average like everybody else after that (so you won't be behind when you're an adult)

Yes you are somewhat behind but its nothing to be worried about. You are normal and everything will happen in a few years. In my opinion a ton happens when youre 14 anyways so just wait a while!

you're a little late but puberty doesnt finish in men till ur 21 thats another 8 years and remember its not the size its how you use it... you'll grow and you'll ejaculate too

Yes, they can orgasm at 7. It's a dry orgasm and it's weaker than someone in puberty, although it's not as much of a sign as ejaculating, pubic hair and voice troubles.
