First of all, spell check, look it up!

[-]You should be able to insert the disc that comes with most Dell PCs and restore it while booting the system. You press F12 or F10 or something like that when you see the screen that says Dell, it should be the first screen. You will have to use the arrows to chose the one that says CD/DVD Drive or something like that.[/-]

Just click here, it will be SO much easier. (http://support.dell.com/support/topics/global.aspx/support/kcs/document?c=us&l=en&s=gen&docid=DSN_336966&isLegacy=true)

To answer your first question, yes, this model does run Windows 7 64 bit from the factory.
Don't downgrade to vista, because your hardware on your laptop may not be supported with vista.
As far as lagginess....The laptop itself is rather slow; did the previous owner leave his old settings and account? You can try deleting their files and account.
Or, follow the link Aaron gave you to restore the operating to "brand new" status.

If the person that you brought it from has not ever done a clean install, there should be a recovery partition that will bring the computer back to how it was when it was brand new, so you might want to google to see if that recovery partition still remains, and if so, follow the steps to bring it back. System Restore wont really do much to fix lag...it's more about removing software that will not uninstall properly and restoring the computer to an earlier time but it doesn't necessarily fix lag.

You may want to re install Windows 7 too, but you'll need a Windows 7 CD for that. Alternatively, since you must own a genuine Windows 7 Product Key, you would be allowed to download a Windows 7 CD and create it yourself, and then use the product key on your computer to completely make the computer feel new again. You don't really need to back up data, seeing you just bought the computer right?
