An 11-year-old boy from a troubled indigenous community who allegedly raped two pre-school-aged girls and infected them with sexually transmitted diseases will not be prosecuted by West Australian police.
The boy is above the age of criminal responsibility under state law, but authorities confirmed yesterday that no charges would be laid against him.
The incident occurred in Balgo, a community in the northeast corner of the Great Sandy Desert about 100km from the Northern Territory border.
A local tribunal warned the offender not to go near his victims, believed to be aged five and six, The Australian reports.
Senior police are considering the matter a health problem, not a criminal one.
Local health authorities are worried the boy could remain a danger to young girls in the area.
"If you're asking me if there are workable, practical steps in place to make sure this boy and others like him don't do this again, I must honestly say no," said Balgo's Palyalatju Maparnpa Health Committee chief executive Christopher Cresp.
In the past two weeks, nineteen Aboriginal men and juveniles have been charged with 39 child sex offences in as police crackdown on child abuse in Aborignal communities across the Kimberley region of Western Australia.

i think that this is awful that people could go around rapeing young children like that regardless of the tribal rules and customs in these isolated communities. more needs to be done to stop it.

omg? It's rape! Why aren't there any charges? That's stupid...and even more so, poor kid gave two girls STDs! Something should've been done about that.

Not all STDs are incurable.

that's horrible, being raped when your "pre-school" aged, even worse when you get an STD from it, even if it's incurable or not.

a couple words:
WTF ARE THE AUSSIS ON? WELL I mean the law enforcement. I think that the kid should get CRIMINAL punishment. Becuase LEGALLY he is one. WTF is wrong with the world today?

maybe as punishment he should get raped by someone 3 times his age with an std.

Dude this is a kid. An 11 year old shouldn't have an STD to begin with. Obviously he is troubled in some way if he got an STD from an adult or someone else. I actually have sympathy for the 11 year old in addition to the 2 pre school girls. 11 year olds don't get STDs out of nowhere.

Yeah, that's exactly what I was thinking. 11 year olds also don't spontaneously rape young children- there's obviously something seriously wrong with this boy and he needs help rather than spite. My 2 cents.

i totally disagree with how people think nowadays. because hes a child hes innocent??!! thats ridiculas. when i was 11 i knew damn well what was right and what was wrong. you have to realize this kid needs to be dealt with harshly and immediatly if he ever has any hope of living life like a normal person. adults with mental issues do fucked up stuff like this too, so i guess because they have mental issues that their innocent right? WRONG!

First of all, point me to the person who said he was innocent. Secondly, "right and wrong" are perceptions and opinions, and I know from personal experience that an 11-year-old boy who is raised poorly with zero guidance that developed several mental problems through his childhood can indeed not understand the world's idea of right and wrong, can become confused, and can make horrible mistakes. As a matter of fact, this boy I know was in almost this exact same position. Is he innocent? No. Does it make him a bad person? Do I hate him? Do I or the family of the child he assaulted spite and shun him? NO. He is a CHILD who needs HELP, not HATE. You disagree with how people think nowadays? Well I disagree with how YOU think, if you think that an 11-year-old boy who is obviously disturbed in some way should be treated with the harshness of a grown person because of mistakes they made, without having so much as an INKLING as to the circumstances under which it happened. You don't know WHY he did it, but you're very quick to pass judgement on him and assume he's a terrible person that everyone should hate.
*breath in. breath out*
I'm sorry for my mad rant out of nowhere. But I did mean everything I said and I admit I'm rather biased because of my 'personal experience.' But seriously, he's 11- you can't just assume he's some horrible monster.

I mostly agree with you Valerie, except for this - he's referring to how the Australian authorities let it by and how he was let off free with no charges, which could be interpreted as innocent.

Gotcha. Though I think there's still a fine line between innocent and unpunished and I seriously doubt anyone would consider a boy who raped two young children innocent.

Again, you don't knowthe circumstances. You have no idea whatsoever why he did it, so therefore you cannot just label him some 'sick little fuck' or a 'monster.' I'll say it again, he obviously needs HELP, not HATE, which is something you don't seem to be able to understand. Maybe it's just because I know someone who was in a similar situation, but either way I refuse to assume that this kid deserves what you insist on dishing out- scorn, disgust, and hatred. It's just not right. Period.

Why not? Yes, what he did was terribly wrong and the outcome was tragic, but he's still a HUMAN BEING who needs help. Everyone deserves a second chance, everyone deserves a helping hand, everyone deserves to be given the benefit of the doubt, at least at first. If he continued on a mad hunt for pre-school aged girls and raped them all, yes I would say there's something wrong with him as a person and harsh actions would need to be taken. But for the present, he made a terrible mistake and people should be reaching out to him to help him overcome what is obviously some horrible confusion and/or panic that he is living with and trying to deal with/comprehend. Neglect, distrust, and dislike are only going to strengthen the negativities in his life and lead to worse actions with worse consequences.

Well I'm going to have to agree to disagree and keep my comments to myself or else I'm very likely going to get myself in trouble.
The only thing I have left to say is you have some serious problems with the way you see people, and I don't at all agree with you- nothing even close. I believe you are dead wrong, but you obviously are so set in your own beliefs that you're not going to listen to me. So I'm ending my contribution to this thread now.
