Usually around the end of puberty which depends on the person. However, breasts never really "stop" growing as hormone fluctuations during life largely effect the size of breasts. Most women can go up one or two cup sizes during pregnancy and some even drop sizes during menopause.
Also, breast size is often affected by body-fat distribution so you could become bigger or smaller with weight loss or gain.
There's a bunch of different things that could happen but more or less, most girls stop growing significantly around the age of 18 but the sort of age range if you'd like one is 20-25. It truly depends on the person, genetics, etc.

Like Jo said, they never really stop growing. Even if they did, everyone hits puberty at a different time, and likewise everyone finishes at a different time. Plus, they change size when you lose or gain in bodyfat percentage.

I'd say it's when puberty ends, and thas different for every girl. Like my breasts have been the same size since I was 12-13. I'm 17 now. I don't know if I didn't finish puberty or I just never grew or what. Does anyone know, while we're on the subject?
