I don't know even know if this is possible, but I was just thinking it might be nice to have timestamps on shoutbox messages?

We did have that at one point.
I can't remember why it was scraped.
Personally I don't think it's something we need.

Technically, no, it's not possible. We had it at one time because of a different version of the vBShout, though the newer version (which helps plenty of things) uses the FlatFile system, which has an incompatability with time stamping - ZeroTolerance (the author) could have formed a work around, but the performance would be quite sluggish and resource-hogging.

A new version of vBShout is in the works. I believe the time stamps return in the new version. Please be patient. :)

I think it would be very nice to have timestamps. But the new version of the shoutbox doesn't support timestamps.
