It's natures lube, there isn't a specific age that you get it.

Not exactly. Pre-cum, or pre-ejaculatory fluid, is produced and released before an ejaculation because the lining of the urethra has urine residue on it, which would kill a lot of the sperm during an ejaculation. Pre-cum contains small amounts of sperm and allows that residual urine to kill that sperm and wash it out rather than kill the sperm in the semen and make the semen less fertile.
