This time varies from person to person, it could be tomorrow, tonight or twenty minuets from now... But, no-one can tell for sure when you'll start to grow pubic hairs and will be able to cum. Just hang in there, you're young and still growing... The time will come when it starts to grow and you can start to cum.

You started before you think you did. There's a bunch of chemistry going on for a couple of years that you don't really notice. You know puberty is going full blast when your penis starts to get thicker, but really it's already been going on. Also, puberty affects each of us in a different way. Some wait awhile before growing pubes. Some wait before their penis grows. Or their voice changes. A bunch of different things can happen. What matters is that it all happens over time.

If you are still worried, it's okay to talk to your parents and your doctor about it. Not asking questions is usually the wrong thing to do.

Asking for a bigger cup must'a been awkward, I felt funny asking for a Speedo swim suit for school. Sounds like you are well into puberty, there's lots happening all the time to every part of you. Some parts are more obvious and you see them before you see other parts changing.
