Under skirts: Yes, because I tend to do a lot of climbing around in my daily life - in and out of both very tall cars and very low ones, over tables, on the table tennis tops in the school yard. I'm not really interested in showing my snatch to the world. Hell, at my old school in the US I used to wear those skin tight athletic shorts under my skirts and dresses because some guys there were known for flipping skirts and once more, I wasn't interested in showing anybody anything I didn't mean for them to see.

With stockings: This is a slightly trickier question. As a general rule, yes. Especially when I wear my garters because I have a lovely matching set and the whole thing together - which includes a bra - makes me feel quite nice. Also if I'm wearing stockings that are a bit thicker, like the Spanx brand, then sometimes I might forgo the panty front. But typically I do wear panties with my stockings simply because I personally find it more hygienic, and more comfortable, particularly if I'm wearing my stockings with shorts.
