When ever I smoke pot, everything seems too sortof move like a flipbook and my sister sometimes gets that too, what causes it and does anyone else get that?

this an effect from the weed, not a slide effect. side effects may include, but are not limited to nausea, anxiety, paranoia etc.
in other words, you're tripping hardcore ;)

I've actually read about this a lot, I can't for the life of me remember the technical term, but it has to do with your brain thinking it's asleep.
The marijuana can in intense situations relax you to the point of being asleep, which causes R.E.M. and sometimes this can even occur at the optic nerve. So when someone else wouldn't be able to notice, your eyes are shutting on and off every .25 seconds.

the proper term Octo22 might be searching for is "sensory flanging." It's when your brain processes sensory input (what you're seeing, smelling, etc..) so slowly that you notice the time difference between sensing.
I'm guessing you're a new smoker?
