Technically, you do have pubic hair, even if it is "tiny." And yes, it is a sign of puberty. This clear substance... I'm pretty sure it is cum. You may be a late bloomer, but you have already started puberty, if that makes sense. Being a late bloomer just means that the noticeable features of puberty haven't appeared. True puberty starts at around age 11 or 12, but that's when the more subtle things appear. You might have even had your growth spurt at that age. That's a sign of puberty as well.

Like I said in a previous post. While you possibly may be a late bloomer, chances are you have begun puberty and that is a definite sign that you have began puberty.

I have also said many times that puberty happens in so many different stages.

As for this being cum chances are if it was clear it might have just been semen.

All the signs you mention are signs of puberty. We all start at different times and different stages.
