Nipples are considered sex organs, but I'm not sure what effect that they have. I'm sure that the concentration of nerves around that area is higher than say your shoulder. They become erect when you are sexually aroused, or when you're cold.

I'm not sure whether nipples are officialy counted as sex organs on men, because they aren't blurred on TV and it's ok for men to expose their upper body in public.

So technically, even if nipples are officialy counted as sex organs on men, little or no rules are enforced that say men cannot take their shirts off in public.
