Spending time with a friend

I really like this girl as a friend but the only time I ever see her is in school. I want to hang with her outside of class, but she has a tendency of doing some really stupid and sometimes illegal things such as smoking weed and drinking. A lot. That's not as much of the problem as is the fact that I REALLY don't like some of her friends that she's with often. I also don't have any mode of transportation to go anywhere, but I will be getting my drivers license before the year is over though hopefully. What should I say to her? As sad as it sounds, I've never seen my friends outside of school before. What should I do?

BTW: I've never smoked weed or drank before and I don't want to. I'm hoping I can keep a straight edge lifestyle for my entire life.

Just ask her to hangout. If you don't like the people she hangs out with you can ask her to hangout just the two of you, it doesn't need to be something romantic, I have and still do hangout with girls without other people around. If you don't want to drink or smoke weed nobody will force you to.
