When I was 14 I had a 6" but I developed really quick and ahead of the majority so don't stress; you're probably average.

On topic: As the others have said you're completely normal. I was around your size a few months ago. Everyone starts and ends puberty at different times, you still have lots of time to grow, besides you don't need much more than 4" to please others.
