I think this may have been already asked: Is it possible to edit a shoutbox comment?
(BTW my android won't let me use the search forum feature and my laptops broke so no alternative, sorry)

Not really no.
If anything is inappropriate or wrong a moderator will remove the comment.

yes you can. double click your shout
you can also go to the Shoutbox Archive (http://www.virtualteen.org/forums/infernoshout.php?do=archive)
You can also delete your own shout as well
EDIT: not sure if you're able to edit on your Android but on a computer you definitely can

Yep, you just double click it, then you can edit it.

I think this is a better question- if we aren't allowed to use it for conversation, what the hell does the shoutbox serve purpose as? (what is it and what does it do).

We have the Chat Room for conversations, and the shoutbox for just sharing little things.

Yep we have a chat room for conversations.
The shout box really is just for giving a random message.
