I would say for the most part that you got an erection because it's a female and the way she is dressed. During puberty there a lot of things even if they do not seem sexual, can cause a spontaneous erection. As for wanting to see your Sister naked, it is because you are curious, but I would suggest that you try to not act out on that thought because it can cause some issues. So in a nut shell, it is not completely wrong, you are just curious, but if you try to act out on those urges, then it is wrong.

Not a good idea to act on your fantasy in this situation, imagine the effect this could have on your family if you were even caught looking at her naked, let alone other things...
If I was in this position (depending on how close you are to your sister) i'd ask her to dress a bit more decently as its making you uncomfortable, and if that doesnt work ask your parents to ask her, they should understand.
