Ya it's normal, it's the body's way of keeping sperm the right temperature, sperm has to be within a few degrees to survive so to keep warmer it will pull up towards the body and to cool down it will sag down more away from the body.

Mine usually sag, but I guess it's to do with temperature and stuff. Could age effect this?

Same here, mine kinda just depends on the temp. If its warmer temp, then they sag, and if its cooler temp, they will tighten up some.

It has everything to do with temperature, just like the penis shrinks when it's cold, the testicles tighten too.

As you develop more you'll find that they'll hang lower and grow bigger, it's just something that happens over time.
