It's not that, its a vein that is darker in color and sorta starts at the scrotum and stops before the end on the other side with a turn to one side.

I have some that are slightly visible when I'm flaccid but there is a large one that sort of goes around my penis when I'm erect, it's really obvious but you and I are both normal. :)
