ok so this is kinda hard for me to ask but.. here goes. is it exactly normal that my genital comes out pass my foreskin and sorta sticks out during an erection?

If you are reffering to the glans, (head of penis), then yes, it is normal for this to happen during an erection

This is exactly right. The foreskin naturally retracts a bit when you get an erection, causing the head to be exposed (generally speaking).
