So you know how the same or similar suggestions get asked at least 2-4 times a month? Why not have a Frequently requested suggestions list with a small paragraph of why said suggestion was rejected.
This hopefully would prevent the same old same old suggestions being asked. Because in many cases we all ready have a fixed set of conclusions for standard suggestions such as things to do with reputation, these always get rejected and always with the same reason.
So basically I think this would be good to deter people from post the same old suggestions constantly.

the problem is though, will people still read it? some might not and will STILL make the suggestion. it's like in the HQ forum, they don't read the sticky or search for their answers, they just ask it...

Thing is some people complain at the ammount of times the same suggestion comes up.
If we had an FAQ we could divert them there and close the topic.
Also we could at least say we had one and it would not hurt to have one.

It sounds like a good idea.
But there is the problem as Jess pointed out. The mod is still going to have to chase them thread to redirect them to the FAQ Maybe you could put it into a section where there is a lock on it. Eg
HQ => Suggestions => New post(FAQ ingnored) => *pop up box[You do not have premssion to use this feature Please see our FAQ]
FAQ should be stickeied or put in bold or at the top
Something like that. Force them to read the FAQ before Adding suggestions

From my experience in moderating, I've found that there are only a very rare few who actually read the rules, so I really don't think it will make a difference to be totally honest

Yes, but atleast some people will read it. Also we could at least point them in the right direction if there question is frequently asked.
Also I don't see a reason why not to have one.

We tried a similar thing in P101. Look there and tell me how well it's worked ;)

You know puberty 101 has always been, eh....a special case.
I think this would be a good idea. At least it might deter some of the most commonly asked questions.
