You don't have to go straight into talking about dating. Get to know her first and just be friends, ask her what she likes to do and just spend time getting comfortable being around each other. Also, if she seems shy then she will understand how you feel which should make things easier.
The more time you spend around each other then the easier it should become to ask her out. However try to drop hints that you want more than a friendship because you don't want to get stuck in the friend-zone.
