What are the full specs for the PC?
Does it meet the requirements for Skyrim?
Have you scanned your computer for viruses, spyware?

Yeah sounds like there might be an infection on the computer. But I wouldn't use the software that is recommend in the link above. I have seen a lot of that software cause more problems than solve.
http://malwarebytes.org is a very good website and cleans off 99% of the problems.
Microsoft Security Essentials also does a very good job.
They are both free programs that work very well with one another.
Also just because the computer is having an issue means that there is an infection, you also need to take into consideration the Graphics card and Motherboard too. If those aren't up to spec then there could be your problems. Along with that overheating is another problem that you see often so just gotta watch out for that.

Yeah, like they have said, it sounds like an infection. I would either get a software or something like something up there^, but I would get someone to look at it. If it was old and totally not working right, I might get another pc, But not everyone has that money, like me. If my pc messes up, I take it to someone we know who is an IT, but that is also money sometimes. Its up to you.

Sounds like you got a bad set of RAM. Try replacing that before you go replacing the computer.
EDIT: This is providing you already made sure you have no malware on your system.

What exactly are the specs? What GFX card, RAM, Processor, OS, and FAN do you have installed?
For $2000, any custom built PC will run any games currently available.
You've either got an infection; or you were scammed and given crappy hardware.

1. Check your specs BEFORE you buy skyrim.
2. Please Just go into Start Menu\Computer\Properties and tell us what you see, pics are ok.
