I frequent many vbulletin-based forums, and the large majority of them carry this feature. Most of the plugin creators call it 'Who Quoted Me', because it allows you to follow conversations easily by pulling up a list of users who have quoted you. It's quite handy and I find it's used frequently.
Checking this (http://www.virtualteen.org/forums/clientscript/vbulletin_menu.js), it appears VT uses version 3.8.6, so this (http://www.vbulletin.org/forum/showthread.php?t=258001) should work with it.
I really don't see any downside to implementing this, assuming the current admins have the knowledge to do so. If someone can find one, feel free to reply.

If you go to search on the top bar then to advanced search and type in your username into key words (also have to change it to "search entire posts") you get all the threads in which people have quoted you but they are based on last posts so you might get one you posted in months ago at the top. It's not the same but you do have that.

I assume you're talking about 'searching for your username'. As I said above, this is very impractical. Especially for someone with a username like Activate, my username is not the only thing which the search collects.
More importantly:
However for this relatively small features you will be slowing down the forums (modification are usually not as optimised for servers as the base software itself, vBulletin, and will use resources), making an effort to install the modification, have to deal with any technical issues this causes and make sure it is compatible with every theme and have to risk any security holes the modification may open up.
On a site of this size and for a feature so small and relatively useless (especially when we can achieve the desired effect using the search feature) I'm not sure the installation of a modification is warranted.
Let's go through your points one by one.
1. Slowing down the forums.
How many plugins do you currently have? There is no way that this feature will cause significantly load delays. I know of several websites which have used dozens of different plugins over the time I've used them, and I have never noticed any significant slowdowns. Honestly, I've never heard of this occurring in my history of using vbulletin. Can you provide a source for this phenomenon?
2. Making an effort to install the modification.
Please. It's not weeks worth of effort.
3. Dealing with any technical issues
As you said, it's a small feature. There will be minimal technical difficulties, if any at all.
4. Compatible with every theme
I really doubt this will be a concern. Furthermore, there are only 5 themes.
5. Security holes the modification may open up.
It's not like a plugin like this will make it possible for SQL injects. Are you sure you know what you're talking about here? Please, explain this point further. I'm interested.
6. Relatively useless
As I said above, it is not useless. People with generic usernames cannot use the search function. It's totally impractical anyway.
To be honest, this wreaks of laziness by the admins. If you're willing to take the responsibility of being the admin of a semi-popular forum, you should take the responsibility of adding features which clearly the community wants. All your excuses here are because it's too much effort. What's stopping the admin's from simply trialling the feature, seeing if it will be popular/won't cause any huge problems in the long run? Absolutely nothing aside from laziness. Hell, if you really can't put in the couple of hours to implement this, I can do it for you.

Remember, you are suggesting this, not enforcing it. Criticizing the admins does nothing for you.
You got your answer, it's not that big of a deal, you can get by without the plugin.

All of those requests you're making to know more about our ACP, Are denied. That is none of your business. And to be quite frank, I don't trust 3rd party plugins, and I ALSO stick by Jon's word. You won't be doing anything for us, You will NOT call the administrators of the forum lazy as there's absolutely nothing about our job or our performance or activity, that you can point out to call us lazy, FURTHERMORE, if you wish to continue this, I anticipate a PM.

Speaking of PM's, why did you not reply to the one I sent? I would discuss this in PM's, but I would expect any further ones to be ignored.
Considering what I wrote was quite serious, I was anticipating a quick response.
