Are you classed as overweight? Normally, overweight people look like they have an inverted penis, you can loose inches from you shaft length if it is covered by fatty tissues

If it goes into your body when flaccid that may be cause for concern. If it just gets a bit smaller when soft then that is normal and probably won't change.
