Save, no. But help, yes.
It would take a whole lot of tax (like 500%) to save our entire economy. And you have to realize that there is more to the economy than just money.

Increased taxation won't help the economy, it'll only cover the government's deficit. Taxation takes money out of the market and decreases consumer spending. It also discourages businesses from hiring or expanding.
Legalizing marijuana and industrial hemp will definitely bring an enormous boost to many sectors of the economy, however, I don't believe it'll be the solution to all our problems. That's definitely an overexaggeration. The United States does not have an agriculture-based economy, and one crop won't make much of a difference at all in the overall economic condition of the country, which is influenced by a ridiculous number of factors – especially the international market.

Under no circumstances will it "save the economy", although it will significantly cut down on prison, enforcement, and prosecution costs.

I wouldn't say save, but it'll add another agricultural sector which can be an opening for new jobs, thus increased employment. You'll see consumer expenditure from people who want to buy marijuana to the people who are now employed, paying taxes and have a larger level of disposable income. So we're not just talking about beneficial for the aggregate demand of the U.S but increased revenue for the government. Although, considering it's the United States government, that money will probably go into subsidising financial institutions, Israel and its military when really it should be spent to increase social welfare.
