Its probably several factors. First, inexperience for both parties. You're 16 and the guy/girl you're doing things with probably has less experience than you, so they could be nervous and not pleasuring you as fully as you pleasure yourself. This is probably just nerves.

Why you may feel relaxed you have convinced yourself this is going to happen and therefore it does.

Also you may find you truly lack attraction or arousal from the person who is preforming these sexual acts.

You may just need to wait until you find the correct person. I dunno. That's another possibility

Or perhaps this is maybe something you should discuss with a councillor or perhaps a doctor, not because this is a medical problem but because it is a mental problem and it might help you to overcome this issue.

First, is the problem the fact that you are orgasming but not cumming? Or are you just not orgasming?
