With a razor blade and when you start growing facial hair

Do it after your shower so your pores are open (prevents irritation) and use shaving cream, and only shave in a downwards motion slowly. Don't go against the grain.

It's completely up to you when you decide to start.
Some guys like to shave off absolutely everything, even before they have "proper" facial hair. It's just a matter of opinion.
As for how, it's best to do it after a shower, but not necessary. Take shaving cream, not a ton, and spread it on all areas you want to shave.
Shave with the grain, (the way the hair is growing), not against.
Don't apply to much pressure, and "let the razor do the work."
Also, constantly wash the razor with warm water to remove the cream.
When you're satisfied, wash the razor and your face, and you are done.

When your hair get too thick to be comfortable. You should shave with the grain and then against in order to reduce irritation.

normally around 14 i guess kaybe abit before or after, i started when iw as 14 , but it mostly depends on the person, and how? just put some type of lubricant on the area u wish to shave and go with the grain, going against it will cause irrattion and ingrown hairs, OWCH,

i shave my mustache at 13, but its whatever you want. i had a noticeable one. my nephew is 13 and you cant see a mustache at all, but hes white and i'm Mexican so i guess it also matters on your race and what kind of hair you have

If you have an acne problem some use simple water instead of a cream to avoid cutting the pimples, it's a little more difficult but can save a lot of pain and problems in the long run

When hair becomes apparent. Wash your face every day to put acne under control. Don't wait and grow a boy-stache (that wimpy little mustache boys grow out because it's the first sign of facial hair they get) that looks just weird.

start when your facial hair is full or patchy to look clean. I use gillete fusion razors and shaving cream, especially the cream that has aloe in it. It helps reduce irratation, I even use it as a aftershave for my face and... down there.lol
