Yeah it is clear when it hasnt been fully developed. It becomes white over time, just wait it out.

I'm fifteen, and mine isnt really white yet, it's more clearish whitish with white swirls. It's a helluva lot more opaque than when I came for the first time though, so no worries.

If you can masturbate, you have started puberty. Your penis is able to become erect at a verrrrry early stage in puberty. And if you ejaculate after you masturbate, you are definitely pubescent. It's also normal for your semen to be clear. It'll get darker.
