This may seem like a stupid question, but why do some mods have the "mod" face and title when others don't? Does it depend on which forum they're a mod in or is it personal choice or what?

An example would be, if they were a mod in the help section, and you saw them post in the help section, then they would have the mod face. but if they then went and posted in the help and advice section, they would not have there mod face, you would just see there normal face.

Global mods for obvious reasons have a permanent mod face.

Normal Moderators only have the mod face and green name in the section they moderate. Global Moderators and Administrators have their coloured name and face across the whole forum.

You may or may not remember a while ago, when I still appeared to have a 1000+ face in this forum. I was a mod, but not in this particular section.
Try looking up a moderator of, for example, General Discussions. Find one of their posts in this forum. You will notice they don't have a mod face here.

Note Picture A, Louise posted in General Discussions, her post shows her as a regular user...

Note Picture B, it shows her name in green, with her mod face, se posted in puberty/relationship & dating which is in H&A

It will only show a mod as a mod in their respected sections they were hire to mod; Gmods/Admins will show their faces, and name color everywhere.

I just have to express my agreeance on this. I have wondered this for so long. Thanks to all who answered that, it makes a lot more sense now.
