Honestly, it depends on how far along into puberty you are. Most guys who you see in porn are mostly (if not fully) developed, so comparing to them isn't really a good idea. Everyone develops at a different rate and everyone has different sized testicles (even between family members). Yours will develop, you just have to let nature work :)

As said, it depends on your age and development in puberty. The younger you are they will be small and close to the body. Around 13-15 the testicles 'drop,' this is when they grow, hang lower, and is usually when the voice grows deeper.
