Yes, you can have skin put back on....but I dont really see the point in it! Its not like being cut or uncut is a big deal, no one really cares that much.

there are surgical and non surgical ways of doing it actually there are devices you can order online that will help you just google it

No, it's irreversible. You can improve it but never get it back to the way it was originally.

Never back to the way it would if you hadn't been cut but you can do stuff to get it closer to uncut

Yes, you can get foreskin restoration done.
"Foreskin restoration is a process for lengthening the shaft skin of the penis to restore a foreskin. Circumcision removes the frenar band, the ridged band, and all or a part of the frenulum. Although foreskin restoration cannot replace the missing structures, foreskin restoration can create slack skin that covers and protects the glans to keep the glans from becoming keratinized, just like the original foreskin. A restored foreskin also gives men a feeling of being whole again, that the parts that were cut off without their permission have been restored."

yes this is such a thing as foreskin restoration where thay basically stretch your skin to where it looks like a foreskin

Then you are truely " uncircumcised" if you were never circumcised then you are "intact"

umm sure but you will have to have some REALLY strong glue, and a spare foreskin lying around

Its not possible to replace everything that was removed like the frenulum or the ridge, but there are things you can get that will stretch the skin and bring it over the top like a foreskin. It will also protect the top of your penis and make it more sensitive.

Its unlikely but its posible it wasnt down properly and grew back. I know someone that happined to... u could just b loosly cut
