Or is it just everyone who's a member? Then, what's the can be viewed by registered members mean? (in profile privacy)

As far as i know as a safety feature only those signed up to the forum are able to see profiles. The permissions are default so even though there is one for everyone doesn't mean everyone on the internet can see it. If that was the case many people would be extremely unsafe with the amount of information that can be found in profiles. Names, locations, contact info etc.

Guests are not allowed to view profiles, however you are correct in saying that users awaiting email activation can.

People waiting for activation are those who have completed the signup process but haven't yet followed the link to activate their account sent to the email they registered with.

^Those people that haven't activated their account cannot reply to posts. Underneath where it says "Posting rules", for us it says;
You may post new threads
You may post replies
You may post attachments
You may edit your posts
But for them it says;
You may not...
You may not...
etc..
